Under the general direction of the Director of Risk Management, the Liability Programs Manager [LPM] is responsible for the complex analysis, research, design, and development of the campus Liability Programs and Self-Insured Programs, including claim litigation arising in connection with the General Liability Self-Insurance Program, and the administration of the Property Self-Insurance program. The LPM provides assistance to the Director with the analysis, coordination and implementation of UCR's Enterprise Risk Management program. The LPM is responsible for analysis in the areas of auto liability, premises liability, assumption and transfer of contractual liability and indemnification arising from University operations, contracts, leases and permits for various campus departments. Also the LPM provides identification and monitors controls in areas of high University exposure to civil and unique liability exposures resulting from departmental operations and campus events.
The LPM also performs thorough analysis, evaluates alternative solutions, receives input from various sources, formulates programs, implements controls, issues guidance and procedures and training to minimize exposures and lower losses, as directed by the Director of Risk Management.
Education and experience: Bachelor's degree in Risk Management or Business Administration, or a related field, plus a minimum of 6 years professional level work experience in risk management, underwriting, insurance operations, legal services or a related field, with progressively increasing responsibilities; or an equivalent combination of education and experience.
Extensive knowledge of insurance certification requirements, claims administrative processes; auto, property, general liability, and errors and omissions policy standards; and the laws and regulations governing the duties of the position.
Demonstrated skill and experience in using effective negotiation strategies to settle claims; conducting research and benchmarking activities; and using query tools, word processing, spreadsheet, claims management databases and presentation software to complete quantitative analysis and prepare consolidated professional reports, for management review and decision making.
Ability to create new models or strategies to explain or solve complex problems; interact effectively and establish cooperative working relationships with persons from diverse backgrounds and at various organizational levels within and outside the University; organize and prioritize workload to meet deadlines with frequent interruptions; effectively and professionally communicate using tact and diplomacy; manipulate and effectively analyze quantitative data to identify problems and trends, recommend action to be taken, and implement necessary solutions, policies and procedures; and produce written communication (policies, procedures, summaries etc.) to effectively communicate with various internal and external customers.
Graduate degree in a related field, and 5-7 years of experience with a public/government entity, and/or large self-insured environment.
Detailed knowledge of Self-Insured programs, large SIR and deductible programs.
Knowledge of insurance and medical terminology to effectively evaluate medical/legal reports and recommend settlement.
Professional designations Associate in Risk Management (ARM), Chartered Property Casualty Underwriter (CPCU), or other related risk management designations. Associate in Claims (AIC).
Professional liability claims and/or medical malpractice claims experience.
