Job Overview:

  • The Marine Corps Center for Lessons Learned (MCCLL) actively collects, analyzes, publishes, and archives lessons learned materials to include observations, insights, lessons, trends, after action reports, and Marine Corps lessons learned reports. These efforts support training and planning for both exercises and operations, and the war fighting capability development process. MCCLL focuses on tactics, techniques, and procedures of immediate importance to the operating forces thereby identifying gaps and best practices, and recommending solutions across the doctrine, organization, training, materiel, leadership, personnel, and facilities (DOTMLPF) spectrum.
  • Marine Corps Order 3504.1 The Marine Corps Lessons Learned Program (MCLLP) describes the program and assigns MCCLL the responsibility to be the single fusion center for the MCLLP and to rapidly adapt lessons into the Operating Forces and the Supporting Establishment while providing a relevant, responsive source for institutional knowledge with direct input to TECOM, MCCDC, advocates and proponents and joint lessons learned community to enable the Marine Corps to field combat-ready forces.
  • MCCLL requires Contractor support to meet operational goals of the Marine Corps Lessons Learned Program at MCCLL Headquarters in Quantico broken down into the following three areas: 1) analysis, 2) records/data management, and 3) software/server lifecycle maintenance.

Job Description:

The applicant shall provide software and server lifecycle support for the web-based classified and DoD CAC-card protected unclassified for official use only (FOUO) LMS. LMS consists of the following major software components: 1) Microsoft Windows Server 2008 R2 IIS, 2) Cold Fusion Programming Language, 3) Microsoft SQL Server 2008 R2 database, 4) Autonomy Idol Search Engine, 5) LISTSERV Email Distribution Management, and 6) Adobe Creative Suite (to include InDesign) web design tools. The system architecture also includes VMware Virtualization Software, data switches, and Storage Area Network (SAN) devices.

The applicant shall manage a sound, thoroughly planned, and documented disciplined software development/ maintenance process that includes requirements development, design, coding, peer review, testing (development and user), and fielding processes to ensure quality deliverables are met by established deadlines.

Job Requirements:

MCCLL maintains an integrated technology environment in support of the MCCLL technology requirements. This requires a range of technology skill sets for those individuals' assigned roles and responsibilities in support of the MCCLL technology. Provide sufficient skills in the following areas and be fully trained in the MCCLL LMS and associated software in order to successfully complete the tasking detailed in the job description. These skills include but are not limited to:

          o    MCCLL LMS Administration

          o    Adobe, Inc. Cold Fusion Programming

          o    Java Script Programming

          o    Microsoft .Net Programming

          o    Microsoft SQL Server Software Programming and Database administration

          o    Microsoft IIS Software Programming and Administration.

          o    Autonomy IDOL Programming and Administration

          o    Vovici Survey Software Administration

          o    ListServ Software Administration

          o    Technical and Quality Assurance Software Support

          o    Software Project Management

          o    VMware. VMWaRE Programming and Administration

          o   Experience: 8-12 years

          o    Minimum Security Clearance level: Secret
