CW/EM Maneuver Warfare Plans, Policy, and Strategy Support SME

Project overview:

The DCNO N2/N6 organization is responsible for exercising Chief of Naval Operations (CNO) responsibility for matters related to information, command and control (C2), networks, cyber, intelligence, space, electronic warfare (EW), and maritime domain awareness (MDA); the Information Dominance Corps (IDC); and oceanography and knowledge of the environment.  Project personnel shall  provide support services to the N2/N6F4 Decision Superiority Division in the area of Command, Control, Intelligence, Surveillance and Reconnaissance (C2ISR) and Integrated Fires.  Command and Control (C2) functions are performed through an arrangement of personnel, equipment, communications, facilities, and procedures employed by a commander in planning, directing, coordinating, and controlling forces and operations in the accomplishment of the mission.  Intelligence, Surveillance, Reconnaissance (ISR) is an activity that synchronizes and integrates the planning and operation of sensors, assets, and processing, exploitation, and dissemination systems in direct support of current and future operations. Integrated Fires involves the planning, management, integration, and interoperability of kinetic and non-kinetic weapons with C2 and ISR assets to support the entire kill chain.

Project personnel shall provide support, particularly PPBE support to in the Navy Pentagon.

Job Description Responsibilities:

  •  Responsible for planning, organizing, executing and controlling performance of technical, business and financial services projects, ensuring that goals and objectives are accomplished within prescribed timeframe and funding parameters. Provides primary interface with client management personnel regarding strategic issues. Coordinates all parties to tasks, performs quality assurance reviews of project deliverables and activities for completeness, quality, and adherence to customer requirements. Delivers presentations and leads client meetings.
  •  Support Electronic and Cyber Warfare Action Officers in the development of plans, policies, and strategies for Cyberspace operations, Electronic Warfare, and Information Operations (IO) Information Related Capabilities (IRCs) (OPSEC/MILDEC/MISO/Cyberspace operations, Intelligence) Integration including metrics, indicators, and trending.
  •  Participate in Electronic, Cyber Warfare, Information Operations conferences, meetings, and working groups.
  •  Assist with development and review of Electronic Warfare, Cyber Warfare, and Information Operations related instructions, operational concepts, wargaming, and investment analysis from SECNAV, OPNAV, Joint Staff, and OSD.
  •  Assist Plans, Policy, and Strategy branch head in supporting the Electromagnetic (EM) Maneuver Warfare concept implementation by reviewing document, documenting issues, and providing expertise to the continued progress of CNO directed EM Maneuver Warfare Plan of Action and Milestones.
  •  Provide support to the development, tracking, and adjustments of current and proposed Center for Naval Analysis (CNA) project proposals.

Required Skills and Qualifications:

15 years of progressive experience (at least of 5 years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.

Desired Skills and Qualifications:

  •  Previous OPNAV experience or large staff experience
  •  Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts is highly desired.
