Aviation Electronic Warfare Support SME

Project overview:

The DCNO N2/N6 organization is responsible for exercising Chief of Naval Operations (CNO) responsibility for matters related to information, command and control (C2), networks, cyber, intelligence, space, electronic warfare (EW), and maritime domain awareness (MDA); the Information Dominance Corps (IDC); and oceanography and knowledge of the environment.  Project personnel shall  provide support services to the N2/N6F4 Decision Superiority Division in the area of Command, Control, Intelligence, Surveillance and Reconnaissance (C2ISR) and Integrated Fires.  Command and Control (C2) functions are performed through an arrangement of personnel, equipment, communications, facilities, and procedures employed by a commander in planning, directing, coordinating, and controlling forces and operations in the accomplishment of the mission.  Intelligence, Surveillance, Reconnaissance (ISR) is an activity that synchronizes and integrates the planning and operation of sensors, assets, and processing, exploitation, and dissemination systems in direct support of current and future operations. Integrated Fires involves the planning, management, integration, and interoperability of kinetic and non-kinetic weapons with C2 and ISR assets to support the entire kill chain.

Project personnel shall provide support, particularly PPBE support to in the Navy Pentagon.

Job Description Responsibilities:

  • Responsible for planning, organizing, executing and controlling performance of technical, business and financial services projects, ensuring that goals and objectives are accomplished within prescribed timeframe and funding parameters. Provides primary interface with client management personnel regarding strategic issues. Coordinates all parties to tasks, performs quality assurance reviews of project deliverables and activities for completeness, quality, and adherence to customer requirements. Delivers presentations and leads client meetings.
  • Support the Requirements Officer (RO) for Airborne Electronic Attack (AEA) and Next Generation Jammer (NGJ) programs by participating in the budget process including tracking financial information across the Future Years Defense Plan (FYDP) for all programs in the AEA portfolio.
  • Support the Requirements Officer (RO) for Airborne Electronic Attack (AEA) and Next Generation Jammer (NGJ) programs with analysis of plans and courses of action for both ongoing and developmental AEA programs to include, but not limited to, Next Generation Jammer, Airborne Electronic Attack Expendable (AEAE), ALQ-99 Tactical Jamming System; ALE-43 Bulk Chaff Dispenser, and Miniature Air Launched Decoy-Jammer.
  • Support the Requirements Officer (RO) for Airborne Electronic Attack (AEA) and Next Generation Jammer (NGJ) by assisting the RO in ensuring NGJ meets all milestone requirements of the Joint Capabilities Integration and Development System (JCIDS) on schedule.
  • Support the Requirements Officer (RO) for Airborne Electronic Attack (AEA) and Next Generation Jammer (NGJ) by assisting in preparations for all Resources and Requirements Review Boards (R3B); Defense Acquisition Boards (DAB); and other scheduled meetings and briefs in support of the RO’s AEA and NGJ portfolios.
  • Support the Requirements Officer (RO) for Airborne Electronic Attack (AEA) and Next Generation Jammer (NGJ) by coordinating AEA and NGJ requirements issues with the Office of Secretary of Defense (Cost Assessment and Program Evaluation Office (CAPE); Office of the Under Secretary of Defense (Acquisition, Technology & Logistics) (OUSD(AT&L)); Office of Assistant Secretary of the Navy (Research, Development & Acquisition) (ASN(RD&A)); Naval Air Systems Command (NAVAIR) program office (PMA-234); various directorates of the Office of the Chief of Naval Operations (OPNAV) staff; Commander Electronic Attack Wing, U.S. Pacific Fleet (CVWP); Naval Surface Warfare Activity CRANE; and other services and agencies.
  • Support the Requirements Officer (RO) for Airborne Electronic Attack (AEA) and Next Generation Jammer (NGJ) by supporting and attending all AEA and NGJ meetings.

Required Skills and Qualifications: 15 years of progressive experience (at least of 5 years of which were in a managerial capacity) in capability definition and operation of IT, space systems, Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) systems and/or unmanned systems.

Desired Skills and Qualifications:

  • Previous OPNAV experience or large staff experience
  • Knowledge of Capital Planning and Investment Control; development of Enterprise Architectures, Standards, Governance, Policy; Information Assurance/Security; the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) Process; and Naval concepts is highly desired.
