AGILE Senior Configuration Manager / Release Manager (Agile / Artifact Repository SME)

Job Overview:

Provide support to the U.S. Citizenship and Immigration Services (USCIS), the government agency that oversees lawful immigration to the United States. In its current state, USCIS relies largely on the movement of paper to deliver immigration benefits and services. In the future, USCIS will utilize a paperless electronic immigration system (ELIS) that will transform USCIS processes. This Transformation Integration and Configuration Services (TICS) project will provide continuous IT code integration and configuration management services in direct support USCIS transformation by improving the quality of ELIS software and decreasing the time to release and deploy software.

TICS shall provide services to establish, standardize and execute a repeatable, automated build process and environment to enable frequent delivery of software; ensure software is maintained in a releasable state; and provide rapid feedback to development teams when issues arise. The TICS team will provide continuous integration (CI) and configuration management (CM) support throughout the deployment pipeline for enterprise-level web and database applications. This includes support for version control, automated builds, automated testing, continuous integration configuration management, and integration test functions.

Job Description:

Provide configuration management (CM) services in support of development teams that follow the agile methodology, but will also include integration services from the output of teams that have not followed an agile methodology, such as the legacy DHS waterfall Systems Engineering Lifecycle (SELC).

Coordinate and communicate CI and CM services and associated workflow, processes, and findings

Provide CM services that support streamlined processes to include automation in support of the agile methodology, including:

  • Source control
  • Build automation
  • Migration and deployment automation
  • Test automation
  • Continuous integration
  • Merge resolution

Develop artifacts that communicate descriptions, processes, procedures and methodologies for source control, build automation, migration and deployment automation, test automation, and continuous integration.

Develop and apply CI and CM standards and communicate these standards to application development teams.

Perform trade-off analysis and recommendations for software (commercial and open source) that satisfies requirements for efficiency, ease of integration, and minimizing cost to the government.

Coordinate and communicate with application development teams, especially with regard to communicating standards and practices, and providing feedback about unsuccessful builds and test results.

Coordinate with multiple application development teams across multiple locations in downtown Washington, D.C. Telework is not available for this position.

Job Requirements:

  • Bachelor’s Degree in Computer Science, Information Technology, or related discipline required
  • US Citizen
  • Ability to obtain and maintain a Public Trust Clearance is required
  • 3-5 years of experience in Software Configuration Management
  • Ability to excel within an "agile" environment (i.e. user stories, iterative development, continuous integration, shared ownership, test-driven development, etc.)
  • Ability to work in a fast paced, constantly changing environment
  • Strong written and verbal communication skills
  • Strong organizational skills and the ability to multitask; can set priorities and follow a timeline
  • Experience supporting build, testing, deployment, and post-deploy validation processes
  • Experience working with clients to facilitate the adoption of Agile practices including Scrum, continuous build, continuous test, and continuous delivery

Desired Skills:

  • DHS Clearance
  • USCIS experience
  • PMP
  • PMI Agile Certification, ScrumMaster Certification, or other Agile Certification
  • Familiarity with USCIS Change, Configuration, and Release Management (CCRM) processes and procedures.
  • Experience with open source agile development tools (Nexus/Maven)
